Turn these in, 30 at a time, for 250 Lower City rep and a bag with a green item of around level 63. The bag can also have a random scroll and potion.

Look for the questgiver at 49,17, on the Arakkoa platform with the alchemy lab. Ask a guard to tag the alch lab's location for ez mode searching.

Easiest way to find the quest giver is to go up the rope bridge at 56:16.

Well, an easy method to skin the long, long runs (or better, a little part of those) in Lower City's Instance.
When i was friendly i started to farm the Feathers from Shienor Talonite, they have low hp and go down pretty fast.
I also bought a lot of feather at the AH, once i had A LOT of feathers i return to the quest giver and.. puff! honored.

Than i started all the other quest, as honored, for lower city.

Result? I had to run just 1 time (and half) in shadow lab.

According to WoWWiki without running any instances (or quests other than the feather turn in) it would take 1,080 feathers (9k rep) to get from zero to honored. 990 feathers for humans.

The questgiver is Vekax. Go to the northern part of the city, 56,16, and go up the rope bridge, across the first platform and up the second rope bridge. He will be roaming up and down the stairs on that platform. If you look on the map of Shattrath you can see two brown swirling circles at the northern part of the map connected by rope bridge drawings.

I find it very odd that these only drop from lower-level Arakkoa in certain places in Terokkar, and I never find a single one from Skettis or Sethekk Halls. You'd think Arakkoa Feathers wouldn't cost so much on the AH if they dropped from ALL Arakkoa instead of just some of them.

I've had the most luck farming these at the Northern camps in Terrokar, and it seems the highest drop rate is from the Wing Guards as opposed to the other mobs in the area.

A note to Hunters:
You'll be in need of these for your knothide quiver (20 slot). It takes 30 and most leatherworkers don't carry feathers on them so it pays off to pick them up before you're trying to get it.

IF YOU'RE FARMING THESE FOR REP:

For what it's worth, there were exactly zero on my server's AH, and the time spent looting bodies of mobs (which are hard to aggro 'passively' anyway) wouldn't be worth it.

As an 80, trying to farm rep for Anzu runs (to get the Heroic key), you're way better off just farming Sethykk Hall trash mobs for rep. The very first room in SH will give you as much rep as one turn in of 30 feathers (247 rep).

All the trash in there is easily soloable by basically any class.

K. So I did a little self experimenting on the two "hot-spots" to farm these suckers, Veil Reskk/Sheinor and Veil Skith. Spent a half hour at each location, dividing the half hour equally between Veil Reskk and Sheinor for the upper veils (so thats 15mins a piece at these two).

Here's my turn-out:

Figure either place is just as good, though I found Veil Skith to be heavily populated as far as competition, whereas Veil Reskk & Sheinor were virtually empty save for me. However, did find that Skith has significantly more spawns and they respawn much quicker.
Did this bit of farming experimentation at lvl 65 as a Rogue. Kills were quick and easy with little downtime for heals and the like. 42 feathers in an hour ain't too bad. Think if I buckled down and choose one location over the other my turn out would be better I just wanted to do a little comparison.

Regarding Jim Henson. Definitely Dark Crystal. The birdpeople in Dark Crystal are named Skekses or Skesksis and just look at the name of the place Skettis in Terokkar. Blizz definitely has a good eye for borrowing/stealing (with class) inspiration from different sources.

It's for the quest "The Outcat's Plight" obtained from Vekax in the Lower City at Shattrah. You need to turn in 30 feathers for 3g 30s and the "Outcast's Cache"

The quest giver's name is Vekax and he may or may not be on the alchemy lab level as he traverses the wooden steps from down below from time to time. Once you turn in the initial 30 requisite feathers and complete the quest, Vekax has a blue question mark above his head and if you talk to him (when Neutral or I believe Friendly with the Sha'tar), a bring him more feathers quest is now available (i.e. the quest is repeatable).

I tried farming these at level 66 and the drop rate was horrible. I was killing Shienor Talonites and Sorcerers. Dop rate was more like 5% than 40. Maybe it's tied to level to prevent farming?

i farmed 30 of theese in about 15 min , i was a lvl70 warrior so verry easy to kill the mobs, but still drop rate is no problem

You aren't required to have the quest before they'll drop for you. I had to look up what the feathers were used for because I was finding them and didn't have a related quest.

There are lots of quests regarding killing the bird-like humanoids all around terrokar. I found loads of these feathers while doing those, so be sure to do Veil quests before trying to farm for this. Might save yourself some time.

Bit of math:

3000 pts for Neutral - friendly
6000 pts for Friendly - Honored
____
9000 pts total

each turnin give you 250
9000/250 = 36 turn ins
36 x 30 feathers = 1080 feathers
total. 4 FULL stacks of 250 + 80 feathers

personally on my mage i can go about 70 feathers an hour. so calculating that it would take me about 15 1/2 hours. ouch.

I heard that the grind from honored - Revered is worse >.<

I was wondering if the rep grind (using feathers to honored, then quests etc to revered, then shadow labs to exalted) is worth the caster mace. As an ele shaman, it's very hard to find a good one-hand caster weapon that isn't some sissified dagger.

Or should I just do some arenas and get an epic (sissified) dagger if this caster mace is too much of a pain in the arse to get?

This is the quickest way to get to honored with Lower City, as these items drop (guessing around 20% of the time) off all the Arakkoa in Terokkar. Once you are honored, send your remaining feathers to an alt and get ready for hours of grinding through Auch, 'cause these are useless past honored. =)

ive noticed this site sais 50% drop rate ive killed more than 30 and only 2 feathers have dropped. that cant be just bad luck. the drop rate sucks ive been out here for more than an hour killing lithic oracles and i havent even broke 10 arokkoa feathers

Veil Shienor and Veil Reskk in Terrokar Forest... Absolute best place for these to drop, in roughly 1 hour I've come up with over 150. Good Luck :)
