You have to turn in Insignias of the Dawn and Insignias of the Crusade, amount of the depends on your faction standing with Argent Dawn.

If you spend any meaningful amount of time in Scholo/UD Strat, you can get to Revered with Argent Dawn in a reasonable amount of time. With Revered, you only need 7 Insignia of the Dawn and 7 Insignia of the Crusade to trade for this.
The Crusades are received from trading Bone Fragments and Crypt Fiend Parts in lots of 30, not a problem if you spend some time in Scholo/Strat.
The Dawns are received from trading Dark Iron Scraps or Core of Elements, and if you have been saving these along the way it's not very difficult to come up with 7 stacks of 30.

I would agree that it's a pain to start from ground zero and grind for the Argent Dawn rewards, but if you have been saving the trade-ins and running Scholo/Strat you can get these with little effort.

Since BC the bag and the ring have sorta lost there value, these leggings are actually not a bad choice for a pally that wants some ret gear, so long as they don't mind wearing mail, however, like the ring and bag the legs won't last long in outlands...

There are better things to spend your time and gold on than trying to get this set of leggings. The Leggings of Destruction are these pants equal in many ways. The very slight differences aren't worth the additional effort that these pants take. For hunters of course, if you have nothing else to spend your insignias on, you don't feel like collecting for an epic piece, and you have more insignias than it'll take to get one piece, then yeah, I can see this being worth while. Otherwise, the bag is the only worth while piece for hunters and DPS Shamans.

Slightly better for a Hunter than Leggings of Destruction, if you don't mind looking like you're wearing level 10 "of the Bear" leggings.
