The absolute minimum level at which you can obtain this cloak is 48, because that is the minimum level required to enter Blackrock Spire.

Cloaks such as 黑霧斗篷 or even 嗜血斗篷 are considered superior options at this level range, but for the sake of maximizing health regeneration, this cloak does still reign supreme -- even at level 60 (the only other options for HP regen are 脈動披風 and 綠色龍皮披風). As unbelievable as it may sound, this cloak alone restores 4320 health over the period of a single hour, or 72 health per minute, making it roughly equivalent to you chugging 次級治療藥水s on every cooldown for an hour straight.

For the sake of pure entertainment, I compiled a gear set maximizing health regeneration. It prioritizes hp/5 sec and places Spirit as a secondary stat. The race chosen for this profile was Human, as they have a +5% increase in Spirit. The class is Warlock, as parts of their T2 set provide the most health regeneration out of any item in the game. The set provides 74 health per 5 seconds in combat, and roughly 160 health per 5 seconds while out of combat.

P2-P6 maximum health regen warlock (the entire set is obtainable since Phase 2 of SoM, but it remains the best until the very end, thus it is titled "P2-P6")
