The windmill for this quest is at 41, 11

becarefull about the 2 Grimtotem Spirit-Shifter around the windmill. They both attack you at the same time and summons lots of ghost wolves..

I unfortunately found out that if you use the bait at the same time someone else is, you wont get credit for it. Either wait til no one is doing it or abandon quest and do it again.

Quest is not easy as a frost mage. The mobs respawn very fast and by the time you kill 5, the first guy you killed has respawned. Also, mobs are close together

This was a hard quest. I went at lvl 39 but still needed to have someone else with me. The grimtotems respawn very quickly. Also, make sure you pick up the quest for freeing the guards. It will save you frustration in the end.

You don't need to fight the two mobs by the windmill, go to the windmill, but so your not in range to place the meat, then take step forward, attempt to place the meat, if unsuccessful, step forward, attempt to place the meat, and rinse until your in range,
then as you place the meat the mobs will start to attack but don't worry, wait until you have finished placing the meat, then run.

Did this quest with my lvl 34 retri pala... tried at lvl 33 first but those spirit-shifters managed to stop me...

Pity you can't do this quest as a male undead. Their laugh really suits how I was feeling when I put the meat down.

Blackhoof village is located at cords: 44,16

If you don't have cords: Go to northpoint tower, there's a path leading to the water, follow it and and it leads to the village.

I soloed this with 38 hunter easily. mobs are about 36-38, and the windmill is located in the middle of the village. It's also the same place to finish "Prisoners of the Grimtotems" quest you get from the same guy.

Don't expect the windmill to look like a regular windmill, it's in the center of town and is a short structure with wings.

Slink around to the right side of the village in the hills and you can get right up to the center of town. Wait 'till the moment's right or pull the center dude out and kill him.

Also, it's fun to stick around and watch the 3 raptors go after folks...

Any suggestions on how to handle the Enforcers? I'm a 43 Rogue and they're still ?. I can't stealth past them and have no way of killing them.

I slowly cleared my way close to the windmill but there were still lots of mob around it when I ran up and dropped the bait. Then I ran like crazy until they finally stopped chasing me. I saw the raptors go by but I didn't see what they did...lol.

I was able to solo this as a 37 hunter but it was difficult. The respawn very quickly. I was able to kill the guy guarding the windmill but just as he dies, the previous two I killed to get to him repopped right on me so I died twice. However I was able to complete the quest. If you have a friend, definately take them with you.

Do this with the prisoners quest, otherwise I don't think it's worrth it.

Went to the horde place by mistake the first time><
died in the camp due to over agro,so i left it, came back when i had 4 quests in the area, the armorments,prisoners,windmill and battleplans, all from the tower.

was lucky that a druid, hunter and lock were doing the quests also, didnt team but helped each other a bit.

lv.34 druid.

This is how to do it (pallie lvl 36):

Move from the north towards the windmill. Clear one or two mobs near the outer edge of the village in your approach.

There is one mob patrolling, and two near the mill. Carefully pull the patrol, kill him.

Get full health/mana etc... move in to the windmill, ignore the two mobs, drop the raptor bait, and run back north again.

You will see the raptors coming into the village from the north passing you. They will draw aggro on the two mobs. Once they have it.. go back and enjoy killing the odd mob. There are little spawns called spirit wolfs, kill them before they kill you.

Prisoners of the Grimtotems

It's actually really easy if you do it the right way:

I started out just collecting the first 3 armaments, sneaking and punching my way to them, no big deal. While doing this, i made sure to loot every corpse, so that i would get as many keys to release the prisoners as possible. This is done by killing the Breakers (gave me the best drop ratio). As i moved further into the village, i made sure to pull only 1 mob at a time, to not draw too much attention. I went for the Elders and Breakers only, not those Shape-Shifters (when having killed these, 2 wolves will show, but only with very limited HP, about 50 maybe). The Elders drop the "Battle Note"s, which you will need to do the Confirming the Suspicion quest. 4 of these are required, and you can then create the Battle Plan needed.

Release the prisoners as you move further into the village, with the windmill as your goal.
The prisoners in the cages respawn fairly quickly, so you dont have to run to all the cages in the village to release the prisoners, just do the same ones a couple of times until you have released 5.

Now having collected the Armaments (which also respawns quickly), the Battle Plan
and having released the prisoners, all that is left is the raptors.

Spend a little while checking out the Breakers' routes, as this is important for you not to be noticed, planting the raptorbait. Move up on the south/souteastern side of the windmill, so it lines up in the middle of the two Elders at it. Move forwad one step at a time, until you can plant the bait. Do it carefully, as you might pull the two elders doing so.

When you are near enough, plant the bait, the raptors will come running, attacking the Grimtotems, and giving you some sort of cover going out.

Done easily with a 37 Retri pally

XP:

Arms of the grimtotems - 3900 XP

Unleash the raptors - 3700 XP

Prisoners of the Grimtotems - 3700 XP

Total: 15,200 XP - Not too bad, I must say

Yeap, 41, 12 is where I found the village, and just place the meat right next to the giant wind mill, which is kinda hard to miss.

This quest was pretty cool. When you set down the meat, about 30 raptors come outta know where and just start owning everyone. Probably the coolest quest I've ever done.

If you find yourself in the middle of Bluefin not seeing the windmill anywhere around you try going to 41,12 instead.

Follow the road up to Blackhoof Village to 41,12 to the windmill. Use the meat in your inventory and raptors will swarm the village. They attack the mobs, they're not aggressive to you, so don't worry!
Surrounding mobs are level 37ish, so you'll have to kill some on the way. But they're easy.

Do Prisoners of the Grimtotem while you're there!

TBC Classic - Don't get too cocky, this quest can wreck you. I was demolishing mobs on the way to the windmill, but when I engaged the two spirit shifters they each summoned spirit wolves and I died (enhancement shaman) in about 9 seconds flat. Their melee attacks prevented me from pulling off a heal, but honestly it just happened so quick I had a delayed reaction. Be cautious!

Now that we've got our raptors, our next move is to "encourage" them to attack the Grimtotems at Blackhoof Village to the northwest.

I've got a leftover haunch of... well, it doesn't really matter what it is. It'll be your bait. Set it down on the ground in Blackhoof Village near the windmill in the center of the settlement. The raptors should take care of the rest, if their training took.
