As the quest says, the NPC to take the item too is south of the tournement grounds. There is a camp there now. :)

This quest sends you to listen to some Lore atop Wyrmrest Temple, and then you get the next stage back in Dalaran.

[There's no mistaking it - this hilt comes from a powerful, ancient weapon, but which one? I do not recall seeing or hearing of a sword with these markings, but that doesn't mean that all is lost.
