The quest is called "Scattered to the Wind" for a reason, the munitions can be anywhere in the carrion fields. Don't restrict yourself to a single coordinate or you'll be wasting a lot of time scratching your head.

It's also worth nothing these are to be picked up OUTSIDE of the tomb and not inside - despite the quest giver being there. You can pick up most of the boxes without aggro.

[The munitions drop went badly, friend. The shipment of ammo from Westguard Keep was intercepted by the frostwyrms circling overhead. The flying machines were torn apart in a matter of seconds and their cargo was scattered to the wind. Most of it is still topside - on the Carrion Fields.

I'm gonna need you to go back up and recover the munitions crates that are scattered all over this damned place.
