Use on the prisoner over in the jail in the bottom of Westguard Keep.

The entrance to the jail is at (29,43) in Westgarde Keep. Walk Straight in and you'll see 3 "jail doors" the left one is up. Take that one which leads downstairs to the guy you need. His coords happen to be 29,43 as well.

You need to have completed the chain ending with Mission: Forsaken Intel to be offered this quest.

When you use this on the prisoner, the guards will say stuff like:
Westguard Defender says: Yikes.
Westguard Defender says: I feel ill.
Westguard Defender says: That's... special.
Westguard Defender says: That's the new Forsaken plague?
Westguard Defender says: Heh, cool!
Westguard Defender says: Heh, cool!
Westguard Defender says: What kind of sicko are you?

Lots of people cried about torturing a prisoner for The Art of Persuasion but no one complains about scientific experiments... hey if the Nazi's did it, it must be ok... but those Americans... they are the evil ones...

This quest is hilarious.

So questing as a horde, you're helping the royal apothecary society to develop the ultimate plague at the same village, but they can't really get it right.

As alliance, you found the equipment of a captured apothecary and hand it to a drunk gnome amateur alchemist, and voila.

She's trying to make a vaccine, but ends up making the perfect plague. Loving it.
