A level 74 Bind on Equipped rare with item level of 175. The random enchantment doesn't show in green font. Instead, it is added in the white stat lines. The one I got from a rare elite, was displayed like this:

The +28 Hit Rating is the random enchant.
This is a good tanking item... 42 stamina is a lot for a level 74 item. 28 strength is very solid. 28 Hit Raring good for your steady white damage. If you are a Blacksmith, you can add a gem socket to this.

With an added gem socket (if your a blacksmith) and an enchantment of your choice, this could make for an exceptional stamina set of bracers for a total of 78 stamina, plus a solid armor amount, good strength and a bonus enchant of +28 Hit Rating...

I like it how it's collar becomes a wrist piece. It makes fun of the thinness of the bird's neck in my opinion.
