The Diabolical Plans drop from Searing Infernals, Roaming Felguards (both found around 80,68) and also from Mannoroc Lashers (88,77). For the Horde you turn them into Valushu who can be found at Splintertree Post (73,60)

Diathorus,

I trust that this letter will eventually make its way to you. These demons are mindless. All they think about is their nails, their whips or goring something with their head spikes. And I dare not use one of the infernals lest it be burned to ashes!

Sadly, I long for the days when we could use the orcs. At least they had half a brain and could follow orders. Perhaps there is a chance to take some new thralls from nearby?

The time has come to retake a few of the lesser races, I think. Splintertree Post to the northwest makes a tempting target. We should confer on combining our forces for an attack before the next full moon of this pathetic world. If we subjugate them now they will come to remember what the word 'Horde' truly used to mean!

Seems to be bugged as of today (12/09/08). When you accept the quest, the Diabolical Plans are not put into your inventory, keeping you from turning it in.

On the progress part, she actually calls you the rank you currently had or held in PvP.
Meaning, if you were a General, she would say "What do you have there, general?"

The demon dropped this parchment, which is amazingly written in the Orcish tongue! The ones mentioned in it, Diathorus and Gorgannon, are the two infamous dreadlords that control the demons hereabouts.

The plans detail preparations for a demonic attack on Splintertree Post to the northwest.
