Talk to Orphan Matron Aria who gave you the quest and "ask about orphans"

Then say yes if you are sure you want to take the oracle quests.
Turn it in at your oracle orphan you can spawn with the whistle.

For anybody confused about what to do after completion of this quest,
You'll have a little companion pet(whistle) in your inventory,
(Same style as the Burning crusade Orphan week chain) he'll give you multiple quests and ask you to bring him around the world of northrend to discover the lands.
Here's the first 3 quests and the location to complete them;

The Biggest Tree,
(49.0 , 43.8) in Grizzly Hills

The Bronze Dragonshrine,
(72.0 , 40.0 ) in Dragonblight

Playmates!
(43.0 , 13.5) In Borean Thundra
Map Here

After the completion of these 3 quests, 2 more quests are available;

The Dragon Queen,
(60.3 , 53.3) In Dragonblight (she is at the top of the temple)

Meeting a Great One,
(40.5 , 83.3) In Sholazar Basin

This will teleport you to Un'goro crater, Just follow the path leading to the Giant.

Last but not least,

A Trip To The Wonderworks,
your orphan will ask you to throw him a Small Paper Zeppelin
That you can purchase from this guy in dalaran

Completing all parts of the quest chain rewards a Curious Oracle Hatchling.
You will find him in your mailbox after completing all parts of the quest.

God the wolvar are such a bunch of little *!@#$%^s

In the Bazin they come from other places and attack the oracles and try to take their land away even more the oracles want to make peace =/

And here even the orphans take away toys from the oracles and toss them arround

From what I can see, you need to be level 70+ to be able to get the quest from Orphan Matron Aria(either oracles or wolvar) My 68 toon was not able to get it, but my level 71 and 80 could.

We all know that with the other quest, Kekek can (I'm not 100% sure on this, could be a coincidence) mean Lolol when encounting the opposite faction.

Any idea what Roo could translate to?

For those taking the Wolvar Orphan:

The Biggest Tree, (49.0, 43.8) in Grizzly Hills

Then:

End with:

Oh god i couldnt help myself to save the letter that Roo send you at the end i find it so hearthwarming <3

I loved all this quest he behaves so nicely with everyone specially the "great one"

And i still dont like the wolvars D: bad puppy-men bad

If I do the quest to get the wolvar whistle can I switch to the oracle one or do I have to stick with the wolvar? Also can you get both pets?

If you are using the Dhask's FlightMap addon, it will not let you properly use the accept window when you talk to the orphan matron after summoning your orphan for the first time. So just disable it and go on your merry way!

This was infuriating the hell out of me til I figured out what the problem was.

Does anyone know how often little Roo gives the quests? When I pull him out, he has the gray ? above his head, but when I speak to him, it's gibberish and always "You taking care of us?"

I'm just wondering if there is something else I should be doing... he's not saying any of the key things described in the threads above.

Is there any reputation requirement with the Oracles to get this quest/pet?

I'm not positive of this, as I don't currently have a way to test it without dropping Wolvar rep and Switching to Oracles, but I'm wondering if you have to be at least "friendly" with the group you want to sponsor an orphan from.

Last year I did the Wolvar one, and got my pup. I'm currently revered with Wolvar, and therefore hated with the Oraces. I wonder if that's why I can't get the Oracles orphan quest, because she says, "if you are friends" with one or the other.

So, I'm thinking it's tied to rep.

Can anyone confirm?

For children's week 2010, there is a bug on the US servers that is not allowing people to pick up the quest if they did it last year. According to a blue post on the WoW forums, this is a bug and they will be fixing it, so we'll be able to pick it up soon (hopefully!).

Well, I completed all the parts of this chain quest without any problems until I got to the toy zeppelin at the toymakers in Dal. I purchased the paper zeppelin (not the kit) and threw it to the orphan at least 10 times and still could not get credit for the quest. Anyone else have this problem?
