Quest helper points to every sighting of him so is pretty useless for this.

just a heads-up... i tried to do this on the PTR after already getting to the step in the argent tournament quest line that sends you to the same area and this NPC was NOT at 49, 73 like he should've been, i couldn't find him anywhere. i guess it's a bug due to the phasing 'cause when i went back to do the quest on live (after 3.1 hit but before doing the new quest that affects the phasing in the court of bones area), he *was* where he was supposed to be. might not be possible to continue this chain if you don't do it before getting sent there by the tournament folks, at least until blizz gets around to fixing it.

Its got to be a bug. I found him, clicked him, he said "There you are..." and nothing.

If you plan on getting this done, do so before starting the argent tournament quest lines, otherwise, you'll have to wait for Blizz to fix this. In 2018.

I had the same issue with him just saying "There you are...". So i'm not sure whats going on, but now I can't get my achievement :(

Matthias does appear at the Court of Bones at 64, 44 but it's not him you need to speak to. This is where Questhelper points you if you're in the upper right side of Icecrown. Head for the crossroads at 49, 73 and you'll find him.

If he just says "There you are..." then you probably didnt accept the quest at sindragosa's fall. The quest is turned in at the court of bones, not picked up.
