Note that the phylactery is (a) an item that you have to open at the bottom of the pool, and then (b) an item you have to loot from one of the guardians (the Phylactery Guardian).

The horse you are directed to is at a camp at 82, 47.
You can pick up this quest without pre-requisites.

When you get the Quest, ride to Death's Stand (where those 2 guards are) and get on Dusk, Thassarian's horse. Dusk rides out to 85, 33, where he points into the water. Dive in there and open the little flask thingy.

3 Drowned Guardian's and a Phylactery Guardian spawn. Kill the 4, and then loot the Phylactery Guardian and receive Tanathal's Phylactery.

Did this the first time on my mage. I didn't read all of the comments above, proceeded to get on Dusk and have him run me through quite a few Ziggurat Defenders.. Needless to say, with my mage's lack of armor and such, I was down to below half health by the time Dusk was finished trying to kill me.. Arrived at the pool and swam to the bottom (not knowing 4 mobs would spawn), didn't think I would need to regen health before grabbing the quest item, managed to kill all 4 with about 1 HP left, luckily 3 of them died very quickly.
So...
TIP: If Dusk takes you for a death-ride, REGEN HEALTH BEFORE GRABBING THE PHYLACTERY!

The two quests are not connected, I got Finding the Phylactery without completing Thassarian, the Death Knight.

However after logging on with my third character and finding Thassarian, the Death Knight in his quest log, I decided to again have him visit Thassarian and low and behold, this quest had now become available to him. Note that Word on the Street is the first quest in the chain that leads to the Thassarian, the Death Knight quest.

What is the equal quest chain for Horde characters? Is there one that leads up to the same rewards as alliance gets here? The Weapons at the end are amazing.

I have a hard time believing that a 68 would arrive in Northend and not take any quests, skipping dozens of quest givers, as he raced out to Death's Stand to pick up this quest.

It's not that hard to believe; this quest chain gives one of the best weapons you can get for several levels. I just entered Borean Tundra with my level 69 guy and this was the first place I ran to.

I also was able to get the quest without any previous Borean Tundra quests; I have done 30 in Howling Fjord. I'm a DK so I am friendly with Ebon Blade, though that doesn't seem to be a requirement based on other people's reports.

tl;dr: I have no idea why some people can't get this quest, but there was no Borean Tundra pre-req for me.

This was the first quest I picked up when I arrived in Northrend. I had done no previous quests with any faction, and was level 68 when I picked it up. I wanted to get my hands on the axe ASAP.

I just picked up this quest and it is slightly bugged.
I was in combat after picking up the quest, I ran over to the pool of water without agroing anything, and was still in combat. I killed the guys that spawned, looted the item and was still in combat... I hearth and you guessed it, still in combat..

After logging out, I switched to another char, than switched back and was finally out of combat. Asked in general chat and others had the same problem. They said they had to wait anywhere from 2mins to 15mins to get out of combat.

So best solution if this happens, Alt F4 out(or click the X at the top right of your screen if you play in Windowed mode), log back into the game, but login to a different character first.

confirmed, quest is available if it is the first one you pick u for the zone, if you do certain others you will have to do some pre-reqs, though this could merely be a timing issue and the quest may actually be available at any time so long as certain conditions are met, obviously a bugged quest =_-

I agree this has no pre-requisites.
But there are quests at Death's Stand which will lead to the quest Finding the Phylactery.

In Valiance Keep there is a quest, called In Wine, Truth, and when this is completed you get the quest A Deserter.

This leads to a quest that takes you to Kaskala Cowards and Fools. This sends you to Death's Stand - when you take The Son of Karkut.

That leads to Surrounded and finally to Thassarian, the Death Knight.

As the other posters said, this is not required to get the quest Finding the Phylactery - but its fun!

For Balance Druids, You could actually go into moonkin form and still ride Dusk..

When Dusk took us to the pond me and a friend of mine swam down into the water but nothing was there except a few Drowned Guardian corpses. We hung around for a few minutes and the Phylactery respawned. When I looted it, 4 mobs (Level 69-71) spawned and attacked. The non-skelly one drops the phylactery for all group members on the quest when killed.

Basically, if it's not there when you get there, someone just did the quest. Wait a few minutes.

Go after the main mob first. The 3 skeletons go down pretty easy. Horse leaves after it drops you off, too. Just head toward the road after getting the item. I didn't have to fight anything to get there.

Finding the Phylactery

Go to Death's Stand and ride Dusk to the location of Tanathal's Phylactery. Obtain it and bring it back to Thassarian inside the Wailing Ziggurat.
