I just did the quests at the mine last night (Horde side), and this wasn't one of them. The rewards were different, too.

The first quest was to retrieve Shredder parts from a small fissure near the mine entrance. The area is populated with those sand worm mobs. The reward was gold.

The second quest was to take a Felbeast for a walk, feed him boars that you killed, and then root through his feces to get the Shredder Key (which apparently the Felbeast consumed). Again, the reward was gold.

The third quest was to go inside the mine, find Urga'zz and kill him. The reward was more gold and a choice of a green item, none of which my character, a rogue, could use. I don't remember the exact items off the top of my head.

Yea I just did the quest line that he really gives ( https://www.wowhead.com/wotlk/quest=10236 ) hoping it would open up this quest line but I don't see it. I wanted that cloth belt. :(

i'm guessing this is the horde's equivalent of this quest

I did Foreman Razelcraz's q-chain with 2 toons now (both Horde). "When This Mine's a-Rockin'" and "The Mastermind" are (part of) the alliance version of these quests with only the npc-/target-names replaced by horde-npc/targets (as far as i know).

For horde i never found a quest to kill Gan'arg Sappers ("When This Mine's a-Rockin'"). The horde-version of "The Mastermind" is "Beneath Thrallmar"

The (correct) alliance-version of this q is here: "The Mastermind "

PS: Z'kral is the q-target for the alliance-equivalent of this quest.

He spawns all the way down at the bottom of the mines. Level 61 - easy prey.

Go to the mines right outside Honor Hold..
Just go to bottom of mines and hell spawn...
Mines really isnt very deep..

[Don't get me wrong, <name>, I'm glad that you agreed to help with the mines, but for every sapper you killed, I swear two more appeared.

I've been giving Watch Commander Krunk an earful, but he's still refusing to send me any help. He keeps muttering something under his breath about helboars. If I wasn't so sure he'd hit me, I'd tell him this is no time to be thinking about ribs!

Anyway, it looks like there's someone down there deep in the mines directing this whole thing. Find him and kill him!]
