I went fishing in Mulgore at Stonebull Lake, if you go under the bridge, you will see a school of fish swimming around some logs, cast your lure there and you will catch smallfish 9 out of 10 times.

In Elwynn Forest, on the border of Crystal Lake, there is a dock with a fisherman and fishing supplies person. I was lvl 24, (18 fishing) and i caught a Raw Brilliant Smallfish on my 1st try that i caught something; wich makes it a very good place. Also, there aren't any murlocks in that corner too, wich is very pleasing so you can fish in peace.

Lake Al'Ameth just south of Dolanaar is a great place to fish for these.

I was able to fish this up in Undercity with a skill of 27. Fishing 2 + Shiny Bauble.

Do not even bother in Stormwind City. Sure, you will catch some, but by far most will be Raw Longjaw Mud Snapper. On that basis, I'd go to a lower zone, perhaps Elwynn or even Northshire!

On the horde side, easily fished by Tauren in Stonebull Lake (as others have mentioned) or by Undead in one of the inland ponds/lakes in Tirisfall Glades. If you are leveling in Durotar and want to level fishing and cooking, you are better off fishing saltwater for the Mackerel/Albacore and cooking them up with the recipes sold there.
