Ok I have received a few of these what are they for. If they are for a quest of some sort where do you turn them in at.

One just dropped for me. I don't think they're meant to drop yet, seeing as Darkmoon Faire isn't for a few phases.

I turned these in 4 times on my human and can't turn in a 5th, I am at 440 rep but wowhead guide says the cutoff is 500. What gives?

The grind for these is a bit much but I have been finding the drop rate is a little better with lvl 15 Moonstalkers in northern Darkshore in the area between Bashal'aran and the Tower of Athalaxx south of the road. You just have to keep running around and killing them until you get as many as you need or want. It helps if you have a higher level toon doing this, as I am trying to get enough to share among five of my lower level alts to get Darkmoon Faire rep for them.
