There's an NPC, Mangletooth, in Camp Taurajo in the Barrens who takes these and gives you buffs in return. He's at 44,59 in a locked crate. Before you can receive any buffs you have to do a quest for him, Tribes At War.

They would go for about.70s each.
The buffs are nice but they are instant so you can't really use them much. the speed boost is nice for a few sec.

Confirmed. These shards are used for the NPC in the cage at Camp Taurajo in the Barrens. Once for a quest turn-in, and thereafter for buffs. (Same concept as the buffs you get from the crystals in UnGoro.)

That's it. They're not worth gold in the AH unless you find a sucker, and they're not going to turn into a beanstalk and carry you to Outlands or anything else. They're for buffs.

PS - If you're Ally, good luck. You may or may not be able to talk to the NPC in the first place, but at any rate he's in the middle of a horde town so unless you're a 70 or otherwise feel that you are bada$$ enough to take on multiple horde guards, don't bother running to the Barrens.

Blood Shards are found by mining anywhere in the barrens, and are also dropped by Bristleback Quilboars, which are all over the place. If you do the Horde quest "Consumed by Hatred" and are also a miner, you will probably end up with 100 or more.

At 44,59 - next to the Wind Rider Master in the Horde town of Camp Taurajo - there's a Razormane Quilboar called Mangletooth in a locked cage. Mangletooth gives a quest - "Tribes at War". After you have completed this quest, he will always exchange Blood Shards for buffs. The buffs take effect immediately (you can't save them for later) but boost all your stats significantly. If you're questing around Camp Taurajo, they're well worth having.

For a total of 20 Blood Shards you can get +10 STR, +10 AGI and +10 INT for 30 minutes, and an armour shield (armour + damage to attackers, a bit like a mage's Frost Armo(u)r) for 10 minutes.

Another 10 shards will buy you a 10 minute speed boost, which is enough to get you into RFK or Wailing Caverns with the stat buffs still active.

CAN ALLIANCE GET THESE BUFFS?

An interesting question, which I can't answer fully yet. However, you might not need to be lvl 70. Camp Taurajo is forever under attack by alliance PvP players, perhaps because the guards are only level 40. The flight master is 65 elite, but I don't think he'll aggro unless attacked.

Another interesting feature is the cage. This has a padlock which shows an action cursor when you mouse over it. Right-clicking it gives the message "locked". There's no hint of a key, so I presume that the lock could be picked. What would happen then? Would Mangletooth attack the guards? Disappear? Give you an escort quest?

It sounds to me like a job for a high-level alliance rogue. I just tried with a lvl 20 (with maximum stealth), but she got killed twice just trying to skirt the camp. Finally I got her to the hill behind the camp where you can look down and see the cage right in front of you. But the guards aggroed before she could get halfway to the cage.

If I had a Horde rogue, I would try just picking the lock, but I don't, and IIRC a rogue doesn't get lock-picking until about lvl 16. Perhaps someone else would like to try.

Mangletooth is a very sympathetic character. There is a certain nobility to him which, after doing both of his quests (with my troll hunter), makes me want to set him free. I hope it's possible. Maybe I'll return to my human rogue some day and level her up to the point where she can handle the guards.

PS: If all your characters are alliance, and you'd like to take a detailed look at Camp Taurajo, a level 1 Tauren can walk there from the newbie starting zone in about 15 minutes.

PPS: I felt guilty about writing the above, so I tested it. I created a Tauren warrior and walked him to Camp Taurajo. He's now in the inn there, with 55 XP discovery points. Mobs slain: 0. Time elapsed: 7 minutes 49 seconds. Challengers?

Now you could put them in Tanaris or Booty Bay AH ... both are neutrals. Maybe somebody (horde) will buy them there.

for alliance the blood shards can be turned in to jaina proudmoore in theramore. she converts them to strong troll's blood elixirs. but u have to do the quest called "Phenomenal Gullibility" for her first.

By mining the tin mine deposits in the water south of the Wailing Cavern (name?), I was able to get 4-5 shards per mining.

People underestimate the potential of these buffs using these at low level pvp like 19 and 29 is ridiculous. All buffs from this quest line stack with class buff's such as Razorhide(druid) + thorns = 18 damage every time they hit you ,Wisdom of Agamaggan + Arcane intellect(mage rank 2 for 19 pvp) = 17 intellect. So 19 pvp these buffs are amazing for horde if your twinking or just trying to buff up a bit so you handle your own, as all of these buffs are better then any class buff that you will receive from a 19 level character. Downside to these buffs are that they do not stack with agility pots and str pots, for any people curious but you can stack Agamaggan's Strength with Elixir of Giant Growth for a extra 18 strength. Haven't tested mixing these buffs with scrolls yet but that will be tested soon and I'll let everyone know.
