Finally, a true tanking minor glyph. I'm thinking this will be a hot seller in the AH for anyone who learns it first.

Well, this puts protection Warriors in a fairly unique situation as far as I'm aware. With this, there are actually 4 Minor glyphs that are good for tanking.

Glyph ofBloodrage, Glyph of Charge and Glyph of Thunder Clap together with this glyph are all desirable. I'm guessing the Thunder Clap glyph will be the one biting the dust, but I will keep thinking when bad situations happen that "Gee, if I still had my Thunder Clap glyph, that dps might not have been smooshed".

On the other side of the spectrum, I still only have 2 minor glyphs on my Mage. There simply aren't anything worthwhile to put in the third slot.

Mats goes for 2g on AH/vendor. Glyph goes for 125g on AH. Jippii

Glyphs happen first, and then talents.
Commanding Shout has a 2 minute duration.
With the Glyph, it is now a 4 minute duration.
With Booming Voice, it increases by 50%, which is another 2 minutes, for a total of 6 minutes.

With just the glyph, it's 4 minutes.
With just the talent, it's 3 minutes.

It seems, as it does in many cases in this game, it comes down to preference.

Charge -
Pros: Extra range on chasing down runners, getting back faster to the boss after a knockback or repositioning.
Cons: Isn't terribly useful on bosses where you don't have to do a lot of moving.

Bloodrage -
Pros: Worry free use of bloodrage on cooldown.
Cons: Only saves you 1300 health every 60 seconds as someone pointed out.

Thunderclap -
Pros: Substantially larger TC radius, great for multiple mob packs.
Cons: Isn't useful for single boss, single target encounters.

Command:
Pros: Frees up a GCD, less worry of it falling off.
Cons: It's only one global cooldown every 2 or 3 minutes(depending on if you spec'd booming voice)

Personally I think I'd stick to the classic 3. With booming voice Commanding Shout is 3 minutes, which for me isn't too bad. While a 6 minute CS would rock, I feel it's more of a luxury glyph while the other glyphs are possible deal breakers in specific situations.

Another thing to consider if you are raiding the t10 4p set bonus makes Bloodrage glyph useless and gives you some mitigation when using Bloodrage.
