The new version of this glyph isn't as good as it was, seeing as how some DKs will be using Horn of Winter quite often during breaks in rotation for the runic power bonus. However, if you're forgetful, it can help out your HoW uptime, and minor glyphs for DKs are generally lacking anyways.

Having trouble casting Horn of Winter when there are other Death Knights that have the ability glyphed, and you don't?

You can use this macro to immediately cancel the other HoW and cast yours:

/cancelaura Horn of Winter
/cast Horn of Winter

If you don't know how to make a macro, type /macro in chat, click on the "New" button, name the macro, select the red ? icon, click okay and copy/paste the code above in the chat box. Drag the icon into your spell bars, click exit and you're done.

Please DON'T use this glyph! Using Horn of Winter in battle to generate that 10 RP could mean the difference between not having enough for anything and getting that extra Death Coil, Froststrike, etc.

If someone is using the glyph, however, it prevents other DKs from using it since it won't be allowed to overrite the longer version.

This glyph is worthless right now, since this ability already lasts longer than the cooldown, and also for the above reasons that Ziur stated. Blizz should maybe change it in a later patch to increase the stat bonuses, maybe then it would be useful. But as of now, don't waste your precious gold / inscription mats / time on this piece of crap.

Glyph of battle and glyph of command were buffed to 2 minutes, but this glyph remains at 1 minute. That's disappointing.

Since HoW now gives runic power, most DKs use the spell anytime it's off cooldown. Extending the duration of the spell is of no use whatsoever. This glyph is not in the slightest useful.

Is this glyph worth it? It seems like it's one of the more expensive minor death knight glyphs, but only cuts the rune power cost in half from 20 to 10 to cast Horn of the Winter.

Is this just rare or is it really worth the extra cost?
