I believe they aren't random. I got this design from Loken in Normal mode as well while Utgarde Pinnacle gives the +5% BV one.

I would like to know that, do you need to have 420 LvL in Jewelcrafting or is a lower level skill in Jewelcrafting enought to get a chance to drop/loot this Design?

Its entirely possible, therefore, for the real drop rate on this item to be much higher than wowhead shows. Its like certain quest items with a functional 100% drop rate showing up as a 10% or lower drop in wowhead- because the quest items only drop when you're on the quest, but people farm the mobs anyway.

Thus, if there's no JC in the party, this item could drop and nobody would know- and thus it wouldn't be registered by wowhead.

Ok, so the final answer is that if someone in the party is a JC, then the pattern is a 100% drop rate?
