I confirm this to be a world drop, which is obviously clear.
Sold this design today to a famous Jewelcrafter on my server for 4500 gold. Its a really rare design to be found and can sell for a price above the 4000 gold for sure.
Besides of that, yes, its added in 3.0.8 patch

Mine dropped off a Scarlet Onslaught Paladin in Icecrown, Dropped while I was running the Ebon blade Dallies. I listed it for 30 Gold to start... LOL sure glad I checked this first. Relisted for 3K and hoping for a sale soon. ^^ GL to those who need it.
