This BoP version of the recipe drops off Kael'Thas in Magister's Terrace (both Heroic and Normal).

The BoE world drop version of the recipe still exists, which is why you may see it drop from other mobs and on the AH.

As all other recipe and plan drops, only characters with the coresponding professions present may be able to view and loot this item if it happened to drop at the time of the kill. In this case you require alchemy. If you zoned out of the instance in anyway including release spirit before the kill and it dropped, unfortunately you do not have loot privelages.

Loot tables for the kill are set when you enter the zone and is refreshed after a soft reset. A soft reset is when the trash mobs have respawned.

It does not add a debuff to the mob, it just effects your roll on each spell cast vs your target. Just like armor is taken into account when you melee someone.

I got this while farming in Nargrand at the elemental plateau. Linked it in Guild and the mages and warlocks got pretty excited.

Well looks like it's a World Drop, so there is no specific place to Farm it,
it could drop anywhere, at any time :(

Personally I don't think it's worth that much, but some people like PvP WAY too much... I don't mind at all, it paid part of my epic flying mount =P

I just sold one in AH fo over 700G I had no ide how much it is worth! I just ignored it and put an auction for starting price and no buyout (THANKS GOD). !

I just won this for 235g on my server, by bidding on it and just waiting. I guess no one wanted to pay 350g to beat me out? Oh well for them.

lol, i just got this off the AH for 16g what a deal, amazing how much people take for granted the greens aren't worth anything.

I'm still debating if i should sell this, or learn it (as the reason i bought it in the first place is because i'm an alchemist), didn't realize the steal until after i got it out of my mial, when auctioneer said it was worth 115g (based on 1 sale on my server)... checked here... holy @#$%!

so anyone got any ideas as to if i should sell or learn?

Got mine off AH today for 5G. Maybe the price is dropping... LOL! Who would post a level 365 item of any type for 5g?

For those wondering about the price: The reason citations for price vary so much is simple. While the elixir is kind of crap (most mobs don't have resists that are worth mentioning and nobody uses elixirs for PvP), the people who are willing to pay more than 20g are collectors who try to get all recipes, regardless of the usefullness. And then it is, as always, a question of supply and demand (while demand is low, supply is even lower - I have not seen this recipe in AH at all for the last 3 months).

Another reason why this recipe is much sought after is that it is still orange if you have alch 375. So it´s a cakewalk to push your alch skill from 365 further to 375. For nearly nothing depending on the matreials.
