This item is used for the second quest in the "Traitors Among Us" quest chain you receive from Calia Hastings.

This quest is named "Propganda War"

The item is in the captains cabin area of the boat at 67,58.
The boat has several aggressive mobs called "Privateers" lvl 35 you may have to fight to get to the cabin. I am not a rogue or druid so I don't know if you can stealth past them

Follow up quest is called "Discrediting the Deserters"

67:58 Confirmed. Just go to the boat on the far right dock at Theramore, go downstairs in the boat to get to the Captain's bedroom

These do NOT drop off the privateers. they are an item on the boat you loot. On the bottom in the back.

This is a quest item for "Propaganda War" (not yet recognized by thottbot), it's an easy quest u do right in Theramore. Go to the boat on the farthest East dock (67,58), go up the plank onto the boat and turn left, turn right and go down the stairs, turn right again and enter the room at the end of the little hall. There will be a large pile of boxes where you will pick up the Deserter Propaganda. You will need to fight lvl 35-36 Privateers to get there. I got 3300 xp at lvl 37 and a very easy followup quest "Discrediting the Deserters"

Yes, the posting above is correct. After you get the quest,do the following:

1. go to the ship to the east
2. Get on it and turn left inside the ship
3. Turn right (down the stairs)
4. Turn right and clear the room. (only 2 mobs)
5. Turn left and kill the last two mobs. (all of the are lvl 35-36).
6. Loot the glitteting boxes and go back.

it really depends on which way you are facing. If you are facing out to the ocean. it is East, if you are facing the town it is west
