This version of Lord Uther's spirit is encountered in the Halls of Reflection.

He appears when Jaina or Sylvanas attempt to commune with the spirits trapped inside Frostmourne.

He also appears when a player brings a Tempered Quel'Delar into Frostmourne's presence.

Now here the lore gets dicey. This instance would seem to indicate that Uther's soul was taken by Frostmourne when Arthas killed him. However, there is a level 58 Horde quest (Defiling Uther's Tomb) from the Bulwark in Tirisfal Glades where a blood elven former student of Uther's (Mehlar Dawnblade) seeks revenge for Uther training Arthas, who of course went on to destroy Silvermoon City and The Sunwell. When you go to Uther's Tomb just south of Andorhal to defile it, his spirit appears to you. Now, if Frostmourne consumed Uther's soul, what is it also doing at his tomb? Seems Blizzard overlooked this little detail in the patch.

EDIT: There is also an Alliance quest involving Uther's tomb and an appearance by his spirit there, essentially the companion quest to the Horde one mentioned above.

Arthas doesn't have to stand over the person's corpse with his sword outstretched in order to take their soul, Frostmourne can steal a soul as he is killing the person.

In the book he doesnt take Uther's soul and add it to the souls within Frostmourne, It could simply be that the presence of Frostmourne and Jaina is allowing his Ghost to be seen to warn us, It would seem that blizzard doesnt want to keep up with their own lore though if his spirit is one of the ones that comes directly out of the sword.....

This is indeeed tricky, he was after all a free spirit before the invasion who is shown by the quests mentions so it could be two things.

His spirit is inside frostmourne, who was consumed(which means quest before is retconned)

He is a free spirit who been looking over frostmourne in the spirit world(he is with the light now), and warns jaina/sylvannas then they mix with frostmourne who he sense from the ripples of the spirit world this creates He is then either banished from citadell or lich king now consumes his soul(Which is possible now, due he is not protected by the light so he is vulnerable). Then we kill lich king he is one of the souls released(same thing in first scenario).

Voiced by Michael McConnohie, awesome voice actor. He's done tons of other voice acting for WoW, WC3, Diablo 2 and crap loads of other games.
Ironically also does the voice for the Lich King. He must be a fav voice actor for Blizzard. :P
