Locksmiths are used to obtain lost keys, that cannot be obtained via normal ways anymore (e.g. the BRD key, which is a quest reward). If you lose your Coilfang key, you can still buy it from the CE Quartermaster, thus the Locksmiths won't sell that to you.

Just to clarify, this NPC will give you back a key you received from questing. so for example, you deleted your shattered halls key by accedent. rather than page a GM, you can just ask this lad to make you a new one for you. it doesnt cost anything and is instant.
however, take note of these 2 possable problems:
1) you cannot retreive your lost keys that you bought. for example, most heroic instance keys. however keys like the shadowforge key will be replaced.
2) avoid falling into the water. there is a lvl 72 shark waiting for you to drop in, and the ledges are quite difficult to get back onto once you fall. now a lvl 72 is nothing for a lvl 80, but a lower level at is a differant matter.

He doesn't seem to have the violet hold key, perhaps only old world keys? i know this because i just deleted mine, to see what happened. hmm.

I can't get him to work at all. I lost my Scholomance Key a while ago and he's not replacing that and I just got rid of my Shadowforge Key and he's not replacing that either.

Won't retrieve a normal key to the focusing iris either. don't really want to try my heroic key, so I'm just going to assume it's the same
