At 9:00 pm server time Windle walks around Dalaran and lights the lamps. After he is done you can purchase: https://www.wowhead.com/wotlk/item=44435. This allows you to turn on any lamps he's missed (in the park areas for example) or to light the smaller torches on the sides of buildings.

I wonder. Is there a possibility of an achievement in this? Maybe one of those "feats of strength" achievements that aren't listed? Seeing as he only allows you to buy 1 at a time with 5 charges and only 15 min. per light, doesn't it seem logical that this is so? If anyone can answer this, let me know.

As far as I can tell, he sells the lighter from about 21:05 (when he finishes his lap of dalaran) until about 22:00.

His lighters only last 15 minutes if not used until that time they will disapear.

Does one have to be higher than 76 for him to sell to you? I'm also friendly to Kirin Tor faction and all he does when I right-click on him is say random things. A few aren't very friendly:

"Was there something else?"
"Are you still here?"
"Yes, you're bothering me."
"Blah, blah, blah."
"Time to move on."
