Patch 3.0.8 fixed this item, and there's no confusion anymore. It used to be called "Rippling Agate" and was green / uncommon, even though there was no use for it. Here's my old comment that explains the bug prior to 3.0.8:

This item is vendor trash. It being flagged as green / uncommon is a bug. It should be gray vendor trash, like the other junk loot from Mosswalker Possessions. Reasoning:

Its ilvl and vendor value are too low for Northrend crafting mats.
It's categorized as Misc / Junk.
It's only available during a non-repeatable quest.
The other items in Mosswalker Possessions are junk.
It has the exact same ilvl, vendor value, and icon as Moss Agate; a dev probably cut-and-pasted Moss Agate to get the icon, then forgot to change the color to gray, that's all.

If you remember back to early BC, though, Jaggal Pearls and Shadow Pearls (among other things) were originally without purpose. Recipes were later patched in and many wished they had held on to their pearls vice selling them to vendors.

Notice the item level as well. If it was a WotLK gem it would be higher level.

Saddest thing is that it's the least valuable item you can get from the bags. The grey-quality things you find in them are worth over 5s each, while these are only worth 4s each.

Item was fixed and changed to a Green Sparkly (gray item) in patch 3.0.8.
