This is one of the new recipies added in 2.1. Just dropped from Botanica; unfortunately I cannot recall the exact mob it was obtained from. The gem itself would be ideal for an affliction warlock or a shadowpriest.

Just had one drop from one of the Naga on the Cipher of Damnation questline in Coilscar point. Apparently it's a world drop, and it's BoE, cause neither I nor the guy I was doing the quest with is a JC.

Got this recipe off of a Clefthoof Bull in Nagrand just now. I will be uploading my Wowhead data here in the next few hours, so hopefully it will add that to the list. My guess is any mob 65+ has a chance to drop this.

i got this in Eclipse point, i was doin a quest and farmin some sunfury signets and this dropped, im not a JC so im tossin up on the AH for 500g obo /t Kallodie on Sargeras

Wow! it droped from a Fire Element in nagrand! I was farming Mote of Fire ( Primal Fire ) there, a good tip to make money! But you need flying mount and its in the north at the top of the mountain..

Was farming for Formula: Enchant Weapon - Major Intellect when this dropped off of a Sunfury Researcher (not listed on the drop list). Two kills later, I got the enchant formula. Lucky me. :D

Dropped from an Ethereum Nullifier or Avanger in Netherstorm (SW from Mana-Forge Ultris).
Our main Jewelcrafter was very happy with it, but certainly not as happy as our casters :)

This is the sister design to the Potent Noble Topaz. Same spell damage, different stat boost. Which one you take is dependant on what you're doing and what you already have for gear.

PvP is better off going for the Potent, while PvE raiders need the boost to hit; unless their gear is up to the task. Remember: at 70, raiders need 16% to hit to be able to hold their own. That includes to hit percentages from talents.
