After doing a little more research into my own question I found that apparently this can be purchased from the "Arena Organizers"

They are goblins in Tuxedos. One is located in Nagrand at the arena there, one in Blade's Edge at the arena there and one in Gadgetzan at the Thunderdome arena there.

The charters will be purchasable in ~5 hours from the time of this post.

Costs:
2v2 Team Charter: 80G
3v3 Team Charter: 120G
5v5 Team Charter 200G

These prices are speculative and I have no real way to confirm.

Apparently there is a bug with the Chater,
what you have to do is place it in your main bag (which is backpack) then it should work.

If u have a 2 vs 2 team (& its turned in) does any member of your team have to be on so u can join the arena in battle or are u stuck skirmishing till some 1 gets on?

Cause I'm stuck in skirmishes gettin no points and it sucks.
(& no 1 is on from my team)

Upon purchase of the charter, you'll need to design a team logo and create a team name, have your teammates sign it, then turn it back in to any of the 3 NPCs who sell it (listed above).

Then invite your teammates to a group, let the group leader queue up at the arena battlemaster (goblin at any arena or at the BG queueing area), and you're all set. Happy PVPing!

*Maximum members you can have in a 5v5 team = 10 characters. Minimum is 5, of course.
I would assume the maximum for a 2v2 would be 4, and a 3v3 would be 6, then. (Need confirmation on this, as I only know the 5v5 one from experience.)

I can't buy those F****** charter. i've been down by Steamwheedle Sam(https://www.wowhead.com/wotlk/npc=1985 6) but he just said " i sell the arena charter you'll need". why is that.. i'm lvl 70 lock.

I got a different problem.
I made a arena team (2V2) and we are with 3 players.
I am in a group with one of the other 2 members of the team and want to do a 2v2 arena battle.
But i can't sign in for a battle.
I got a logo and a name and all that stuff so i dont know hy it aint working.

Anyone know if these are worth getting? This sized team costs 80 gold to make, which means 40 gold each. A LOT. So is it worth making a team? What do you get from it?

I cant figure out where to get these from and what they are used for. I looked at the arena award gear and want to get it so i'll do whatever i have to so i can get those arena points, but when i go to arena it only lets me select practice battle. Any info would be much appreciated. thanks.

these ar used to make arena teams and u can find a goblin in a suit who will sell these at Gadgetzan.

2v2 Charter = 80g
3v3 Charter = 120g
5v5 Charter = 200g

they prices on these ar a bit high but blizzard did this so too many teams dont pop up and when u ar joining/making a team, ull be making some kind of commitment if u chipped in for the price.

and could anyone let me know if u could start a team with someone thats a lower lvl then u?

No, you must be 70 to join and make a charter....this was probably put it so you cant have a 14 and a 70 be in the same arena....dur

70 Only in Arena. Characters less than 70 can practice, but not earn points. Period. No one under 70.

Question. can you have more than 2 people on a two vs two player team like alts , or once your in one can you disband the team and not lose your 80g?
also in the larger groups can you sign more people than you have on the teams initial set?
plus what if some body wants to leave can they?

Before B.C. the Guy u got charters from was the guy in Tanaris however he isnt there anymore he is in Nagrand. At the Areana there close to an ogre and a goblin i do beleive.

Oh yea and the 2v2 charter is 80gold and then the Crest is free to design.

To get a team charter go to the Ring Of Trials in Nagrand, find a goblin standing on a box and he will sell you one.

I just created a team (2vs2) but only 1 person could join, as soon as i wanted to "request signature" the other, the button was grey... :( I have read the posts above; they said the charter has to be in the main bag.. well... it is.But it wont allow me to recruit the last member....

Anyone had the same problem, or anyone who can help me out here?

Hopefully I can answer all the questions that people seem to be confused with...

Charters for ALL arena teams can be purchased in a number of locations, including Nagrand, Blade's Edge Mountains, and Gadgetzan. A new charter is not needed for each new season, as the teams are automatically reset to a score of 1500 at the end of each season.

The cost to make a team is equal to 40g per person on the team. 2v2 teams cost 80g, 3v3 cost 120g, and 5v5 teams cost 200g to make.

The number of signatures needed for a team is the same as the size of the team (i.e. To make a 5v5 team, get 5 signatures).

ALSO, after the team is created, you can invite more people into your team, totaling up to double the team's size (i.e. 2v2 teams can have 4 people in them at any time, but not in the arena all at once).

If you are alone on an arena team, invite others to your team (obviously), and if nobody will join, search for another team, or ask guild members. Friends or even strangers are often happy to help, even if the team doesn't win games, so long as the weekly points are given.

Members of an arena team will only receive points if their team has completed 10 games within that week, and the player themself will only receive points if they have played at least 30% of the total number of games.

The top arena teams will be given special titles, and the members of the very best teams will receive armored nether drake mounts, which have 310% speed.

Arena points are turned in for rewards only in Nagrand and Netherstorm, and you MUST have a team to receive the points necessary for these prizes.

To delete the team you are in, type /teamdisband (size of group) i.e. /teamdisband 2v2

To pass leadership to another person, right-click their name and select the option to promote them to arena captain.

Please note, disbanding a team will NOT refund your money. Much like buying a mount, this is a one-way contract after the team is purchased. However, a team may be sold to another by promoting said person to captain, then arranging some sort of monetary value for the purchase. Hope this all helps! =)

I just bought a charter 2v2 for 80g which my friend paid half but when I tried to get his signature it states he is already on another team so it won't accept his signature...what do I do now? We wanted to play together as we are online at the same time most days and I don't really have anyone else that I want to play with at this time. If he is on a other team does that mean we can't play together? Even if I were to get another player to sign the charter does that mean I have to play with that person? In hopes of a reply...thanks much appreciated :-)

Correct, your friend isn't able to be on more than one team for a single type of arena team...you would have to either a) have your friend quit his current team, b) convince both your friend and his current 2v2 partner to join your team and alternate fights so everyone gets points, or c) find another person to join your team. If you aren't sure about the skill level of a new arena partner you don't know, you can schedule skirmishes to see how well you do before you enter rated matches.
