This item is not rolled on, and does not drop from any mob. It is awarded to you for reaching a certain level of faction with the Zandalar tribe.
At every new Zandalar faction level you are eligible to receive a new amulet from an NPC on Yojamba island. You simply turn in your old amulet, and you are given a new one. The better your faction, the better the amulet:
Friendly: Uncommon amulet
Honored: Rare amulet
Revered: Better Rare amulet
Exlated: Epic amulet

How is it that Thottbot has this as a higher item level (68 vs. 65 as of this date) than the Amulet of the Darkmoon which has the following stats...

+19 Agility
+10 Strength
+10 Stamina

Seems to me that the item level of this needs to be adjusted or the formula in which it is determined needs to be modified.

There is no quest to obtain this. An NPC on Yojamba will just give you this and some gold once you hit friendly rep with Zandalar.

What is the conversion of AP from agility? Is it a 1:1 ratio?

Can this be used on a 19 twink?

You get this at friendly. Sadly it doesn't appear as though anybody with WoW reader has hit honored/revered/exalted yet. :(

Talisman d'ombre zandalarien next stage appears to be this item, then on to 19616 and finally 19617.

The question is, where do you get the quest?

EDIT answered my own dumb question.

At Friendly rep with the Zandalar, speak to the respective troll for your class (the one who gives you the bracer/shoulder/belt rewards), and he'll give you the first of the amulet. It's a "hand-in at each rep level" quest, similar to the Stormpike Insignia quest from Alterac Valley.
