The higher your rep the better the neck gets. So it is not the worst neck ever, but obviously there are much better.

This item is not rolled on, and does not drop from any mob. It is awarded to you for reaching a certain level of faction with the Zandalar tribe.
At every new Zandalar faction level you are eligible to receive a new amulet from an NPC on Yojamba island. You simply turn in your old amulet, and you are given a new one. The better your faction, the better the amulet:
Friendly: Uncommon amulet
Honored: Rare amulet
Revered: Better Rare amulet
Exlated: Epic amulet

If you dont have better then this thing then it is oky, but i would advise you to get a PvP neck with +10 stam +10int and +4mana/5 i use it and so do many others that havent got enugh DKP to waste on a epic tiny bit better neck.
