This is pretty easy, just follow the hook and right-click the meat. He's a reasonably easy level 73 mob.

The Hooks not there for me its just a Rope in the water! It was there when I leveled my druid. Does the hook despawn if someone has recently done this?

Guess it doesnt matter if the hook is there or not. Just right click the meat in your bag

i killed Tu'u'gwar twice today, but the q still not completed.

i use the bait in the hook in hook in quatic form, the fish came, and i killed it in bear form.

still the q is not completed.

Go out into the water to +/- 46, 78 and right click on the hook (it is sparkling) to attach the supplied meat.
Tu'u'gwar is a large shark who will come to devour the meat.
* To save the provided bladder, have a warlock give you Unending Breath.*
