Interestingly enough, this quest mentioned above is the only way to ever see this mob, and for me, it only spawned one out of the three bandits that were spawned as a scofflaw.

Got him at 59. 23. and needed no quest accepted to see him ;)

Each Wastewander member awards 3 reputation to each of the steamwheedle cartel on kill excluding gadgetzan which is awarded 6.*note that gadgetzan rep isn't issued if you are friendly or above with them.

Well, I was walkin around on my 43 paladin, and saw one... killed it and got the enchant, he said "Not even robot chickens attack us!", but I wasnt doin the robot chicken quest... lucky me!

I have only seen the Scofflaw as a spawn that attacks the robot chicken during the escort quest.

You get the escort quest from a random drop off of mobs in Tanaris.
