She doesn't only train Grand Master Skinning but also Master Skinning.
So if you have a Character that is not high enough level yet to go to Outland she would be the best place to go.

Just to say.. you have to be lvl 50 to get Master Skinning ): I must of overlooked that part...

Ms. Jacks is your first left off of the Zeppelin Landing Platform at Vengeance Landing. She's in a corner and fairly easy to miss.
