You will most likeley find this in your mailbox, when you reach the appropriate lvl for your riding training. After which you will be able to purchase your riding skill for a small fee.
Apprentice Riding (Skill 75) at lvl 20 for 4 gold.
Journeyman Riding (Skill 150) at lvl 40 for 50 gold.

If the letter containing this quest isn't showing up in your mailbox, try traveling (either on foot or by flight path) through your initial zone (in this case, Eversong Woods). This seems to be what causes the message to be sent, and it should show up in a couple of minutes.
