Zangarmarsh is also a good zone, but Terokkar Forest is much better in my opinion.

I found that farming the Talonsworn Forest Rager https://www.wowhead.com/wotlk/npc=23029 in Skettis was best for me. When you herb them they still drop good amounts of herbs. There are 3 of them, spawn rate is bout 6 mins. If you find yourself waiting after killing them, go off and farm for a bit and come back, they will be there.

Yes Adder's Tongue is indeed stated in "Milled From" tab. But it stated that it is 0%. Which indirectly telling us that Adder's Tongue will not give Nether Pigment.
