This item has been added in patch 2.3, purchasable for 75 Badge of Justice from G'eras in Shattrath City.
15.7 spell haste rating gives 1% cast time reduction at level 70.
Therefor these legs reduces the casting time of your spells with 2.87%.

I've really wanted to see what all the fuss about spell haste would be when 2.3 went live. I've compiled all the cloth spell haste items for ranged dps (to my knowledge) let me know if something isn't up here and I will edit it. Most of the spell haste gear comes from Zul A’ man, and from G'eras loot purchasable with Heroic Badges, also one ring from trash mobs in BT.

Now the sum of all the spell haste with those items is 321; with the modifier of 15.76=1% that brings the total spell haste (casting time reduction) to 20.3680203 (we'll round to 20%).
Now given that you have around 1200 spell dmg raid buffed (VERY easy to obtain, esp. if you have the gear to down the bosses that drop this gear)and you hit for at LEAST 2500 on average shadowbolts, we will look at the spell haste benefit after all dots are applied and one is strictly shadowbolt spamming. I would click my 20 second +dps trinket, like Icon of the Silver Crescent, Magtheridon's Eye, or Hex Shrunken Head, then start blasting away with around 1600-1700 spell dmg raid buffed.
With Haste:
20 seconds = 2.4 second shadowbolts = 8.33 sb's cast = 2 extra sb's ~
5k extra dmg
in 20 seconds.
Without
20 seconds = 3.0 second shadowbolts = 6.66 sb's cast = :(
I just did a simple excel spreadsheet, but I think the math speaks for itself. Now I realize having ALL this gear is kind of out of reach for a while, but most is quite attainable, save for the BT ring.

Also, I’m a lock....so this comment was skewed a little; I think spell haste for mages would be insane as well as for SP's....not to mention healers.

This is a great arena upgrade as a warlock if you can sacrifice the resilience on season 3 legs because casting fear 2.85% faster turns the 1.5 cast time fear into a 1.45 second cast time spell (removing .05 seconds off it).
With the 4 piece gladiator bonus your fear would be 1.3 * .9715 = 1.2695 or a 1.27 speed fear, still removing .03 seconds off of fear. While not as significant as the .2 seconds off fear from the 4 piece bonus, it means that your fear will be out another warlocks if you have the haste and set bonus and he lacks one or the other.

(Trial-Fire Trousers) especially for an Arcane mage unless you were stacking spell haste on other items slots
simply speaking as a replacement from one to the other disregarding any other items I'd say these pants are subpar

It is clear to me that no one here truly understands the effects of spell haste. Saying that incremental amounts of haste make no difference, and that you only gain a benefit when you get that one extra fireball off, is completely and utterly wrong.
A boss fight lasts, say, five minutes. That's 300 seconds. With 0 spell haste, you can get 100 fireballs off, under perfect conditions of course. With 10% haste, you can get 110 fireballs off. This, however, is meaningless, when the boss only needs 100 fireballs to kill him.
The correct way to look at haste is that your 10% spell haste has caused your 100 fireballs to be cast in 270 seconds. Haste decreases the amount of time it takes to cast x amount of spells. It does NOT increase the amount of spells you can cast in a certain amount of time, because that is meaningless.
Using my example, if your fireballs hit for 2500, with 0 haste you will do 2500/3 = 833 dps. With 10% haste, you will do 2500/2.7 = 926 dps. Even if you cast the same amount of fireballs per boss, spell haste will still increase your damage.
In a similar way, incremental amounts of spell haste increase your dps incrementally. For these legs, they will increase your dps from 833 to 2500/2.916 = 857 dps.

Apparently spell haste will now be affecting cooldowns, more haste = quicker CD's.
For some builds that could mean a huge difference, quicker evocations, quicker Water Elemental turn around.
I've done no theory craft on it but any significant reduction in something like your water elemental cooldown will add up to much better sustained damage over a long fight.

If you're going to be condescending to others about their knowledge of a topic, please review your own posts to make certain the information is correct.
It does NOT increase the amount of spells you can cast in a certain amount of time, because that is meaningless.
Except for the fact that yes, haste does in fact increase the amount of spells you can cast in a certain amount of time... It may be a different way of looking at it then you prefer, but that's exactly what it does. It's also not completely meaningless if you're trying to figure out how many spells you can cast(and thus how much DPS you can dish out) before an enrage timer happens...you know, those things that the majority of the bosses in WoW these days have?
Even if you cast the same amount of fireballs per boss, spell haste will still increase your damage.
Spell has does absolutely *nothing* to increase the damage per spell, that would require +spell damage or +spell crit. Thus if you cast those 100 spells, with or without haste, you will do the same amount of raw damage. Spell has will simply cause the spells to be cast faster, either allowing those 100 spells to be cast in less time or allowing more spells to be cast within a set amount of time...however you prefer to think of it.

After patch 3.0 you might as well pick this one up instead of the
other healing badge
pants, since these just look way better, and the stats are the exact same.

Spellhit aside... (Assume you can max out using your other gear)
Would these funky pantaloons really generate more DPS for the average +850 Dmg Kara Mage likely to use them, then a fully +Damage Gemmed set of
Spellstrike Pants
...
I'd like to see the maths freaks report on this one, 'cause as far as I can work out they will come out close but not neccesarily better.
Reasons why I'd be very cautious to make the switch here...
Casting WEAK spells faster, isnt going to mean jack, if you can't produce at least the same DPS offered by the popular
Spellstrike Pants
for example.
Not to mention the haste will chew up your mana pool just that bit quicker too...
A good crit chance (Upwards of 25%) AND a significant base damage (Probably over +900) would be my rough estimate to see consideration given to the pantaloons.
As far as PvP goes...
I don't PvP often, but I could see the benfit in stacking haste rating for PvP action... Nuke those %^&*!@#s...

Not a much update I guess. No hit rating and No crit. Making you cast faster though. Means you will consume your mana faster while the CD of the pots remain unchanged. No hit rating and no crit. I will not go for it cause I have Spellstrike already. Of course the Stats are much better than the spellstrike. That may be the reason why Spellstrike is only Lv105 while this baby is Lv128

Hmm, what to do, I have 74 badges atm and spellstrike pants in use.
with dmg around 1100 and crit of around 23% unbuffed I feel the haste rating is a welcome addition to my arsenal.
One thing that does concern me is the fact that I already have the runed cuffs with 25 haste rating on them and atm my scorches are governed by the GCD. I know this is being looked at but with the pants as well, it would mean waiting even longer till the GCD lets me cast scorch again.
Therefore the results will depend upon the style of play and spec.
If you are a fire mage and like spamming scorch for example i would say they will not produce more damage because of the GCD.
The same may also apply to arcane mages who spam arcane blast as their main hit spell, the GCD will govern your cast intervals.
Frost mages may find more benefit as they only have the one main "cast" spell being the frostbolt, however if you as a frost mage use more instant cast spells they will not increase dmange output.
I must say again though it will depend upon the toons' equipment in use and the style of play.
Food for thought :
When a dr shammy pops heroism the target goes down quicker.
If you took up the inscription profession (in wotlk) you could equip the haste rating gear and inscribe your spells to take longer to cast (hence getting back to normal cast time) and do more damage.
Personally I believe these to be a must for hardcore pvpers who use Frost bolt, fire ball or arcane missiles most of the time.
Every 1/10 of a second counts in pvp and for you to cast a spell quicker than your target expects is a winner imo.
I hope this helps people who are considering spending the 75 badges on them.
I will be getting them tomorrow so I'll post back my findings.
One last thing, my next goal after I have the Pants of AA is to get the OH item from badges with haste rating, just so I can proc both the Q eye trinket and the blade of wizardry (which stack!), while having the cuffs legs and OH all equipped with haste rating.
I can just picture it, a rogue with slow up on him getting pelted with imp arcane missiles channeled so fast the GCD limits the dmg ! Pew pew pew
