It's been confirmed that the Elements Boots drop off of Omokk, as of 1.10, not Urok Doomhowl as before.
Aside from the various quest completions, the following is the list of crafting materials that must be gathered in conjunction with the quest components for each piece of the upgrade chain:
Bracers:
20g
Gloves/Belt:
10 Stonescale Oil (alchemist item made from fished Stonescale Eels)
1 Delicate Arcanite Converter (engineering item made from Arcanite which is a time-controlled alchemist item: Arcane Crystal+Thorium)
4 Greater Eternal Essence (DE'ed commonly from Level 53+ green weapons and rarely from armor)
90 gold
Shoulders/Leggings/Boots:
3 Dark iron Bars (8 Dark Iron ore, smelted deep inside BRD)
3 Mooncloth (time-controlled Tailor item: 2 Felcloth)
20 Enchanted Leather (Rugged Leather + Lesser Eternal Essence)
4 Cured Rugged Hide (time-controlled Leatherer item: Rugged Leather+Deeprock Salt)
4 Dark Runes (Found commonly in Scholo)
8 Large Brilliant Shards (DE'ed commonly from Level 53+ blues and rarely from greens)
Chest/Helm:
1 Flask of Supreme Power
100 Heavy Runecloth Bandages

is a great resource for these quests. It lists all the quest givers, items needed, quests, etc... It is a work in progress since people still haven't finished all the quests but it is up to part 4. People will update it with latest and greatest info as it is acquired.

In my case, i have the full elements set except for the boots and only the helmet of ten storms. This means once i upgrade the set to five thunders, ill replace helmet of ten storms with the coif of five thunders which will actually be better considering the set bonuses that'll increase damage and healing by 28, healing by 19 AC by 122 and fire, arcane and nature resistances by 8. Only thing ill miss out on will be a miserly 3intl, and only 2 resistance to shadow and frost- not worth trading for the plus d&h; imo.
So if you have the full elements set and parts of epic sets, its probably better to upgrade the elements to five thunders and throw that on until you get set bonuses on your epic sets (earthfury and tenstorms)

Someone should really make a chart to compare EF to 5T...for a whopping 31 more armor (considering the +200 armor bonus) it's not that big of a deal. EF has no strength bonus...5T has 63. EF has only 14 more stamina, but it does win out by having 36 more int and 29 more spirit. The resistances are nice too of course, but you can find other ways of getting them, as with the differences in int and spirit. If you are CHOOSING to play a healer, EF makes a lot of sense. On the other hand, if you want to do a hell of a lot of damage, which 5T will help you do in the lower raids, stuff drops dead quicker and heals become less pivotal. The problem is this: everyone's a hero and wants shammies to heal because it's easier than learning to play their own class correctly if they can just be kept alive by someone else spamming the heal button. The trick is to learn to play with all kinds and use them for their strengths. The trick for shammies is to learn their role (which is not pre-determined as a healer)...different shammies have different uses, plain and simple. Take stock of your group and change strategy when necessary...it's not all supposed to be run just one way every single time...try different things. How boring to think you have to follow the same recipe every time just because it worked once. Get creative..you'd be suprised what works. I've had more than one raid group tell me they were glad I was along for the extra damage as an elem shammy after wiping the last few tries because the shammies were picking their butts in the background spamming heal and running out of mana. Go ahead and spit at the idea of using your noggin if you want, but formulaic game play is boring. Face it: Blizz is finally trying to give us shammies some actual options instead of being forced into wallflower-healer mode, which in turn will give everyone else more options.

Five Thunders is definitely a huge upgrade from The Elements and well worth the time questing to get the pieces. And Five Thunders is also a viable set for Elemental shammies because Earthfury is more of a Resto set. Just more options. Mix and match as needed.

let's not be silly...elem shammies have many many uses and you can choose a wider variety of game play styles as elem than resto (i.e. wallflower). the only reason people think shammies should only heal in larger raid instances is because they don't know how to play well enough to change their own strategy and work in a group...they just like having enough healing power in the raid that the game becomes a mindless hacking foray into instances in search of loot...me spam heal button, you auto attack. As an elem shammy I can grab a mob in most instances and solo him long enough to act as crowd control (and often kill the little bugger) while everyone focuses on the rest of the mobs in the pull. moreover, anyone who thinks an enhanced shammy does more damage than an elem shammy has obviously never put 40 or so points in elem, equipped a good weapon and ramped up their chance to crit with spells with decent armor and items (and maybe a few pots and buffs too). I often come in second to the main tank on the damage meters and more often than not am at least in the top 3 or 4. it's almost like being a mage with mail and a shield. stick a resto shammy in my group with mana tide and it's all over. chew on that.

jsut wanted to say I'm happy to find people agreeing with me on elem shammies. I happen to be 40/11/0 at the moment, but I have certainly heard that 30/0/21 is incredibly useful...we'll see what happens after patch 1.11. Ran UBRS yesterday and was yet again in top 3...cant wait to get that 45 min strat run accomplished.

just ran a pug ubrs with a 30/0/21 build..
came in 3rd on damage dealt
also, came in 3rd on healing done..
shamans are about versatility,
they don't call em a hybrid class for nothin,

The 45 minute baron run was the most PAINFUL part of getting this set. But I finally accomplished it in an all-guild 5man group. They had some tier one's, but except for the mage, with what they had, it didnt make that much of a difference. I went in with the group, practiced getting around pulling only what we HAD to pull and we eventually got it. The group consisted of a prot spec warrior, 2 ice mages, me (60 resto shaman) and a priest. Note also that you dont have to KILL Baron by the time the timer is up...just ENGAGE him in combat, which we did with 20 sec left to spare. Its tough but its possible....you just need 2 mages in the group. Might be able to do it with one if you're really good but its impossible w/out any mages.

If you are having trouble getting a group together capable of reaching the Baron in 45, may I suggest a Priest, 3 warriors wielding TUF or any other decent 2H, and yourself dropping windfury totems and earth shock pulling the gargoyles and banshees to your priest for shacking. Clear left pulling only the necessary mobs, drop the spider boss, backtrack to the Baroness staying to the right. Ignore both groups of humanoids flanking her zig, proceed to Malleki the pallid clearing only the right side of his courtyard. Once you kill the templars and open the slaughterhouse, have the priest shield you, pop a swiftness potion, and sprint for the gates with your whole team behind you. NS heal yourself if needed, and all die in the gates. Ankh up, rez the party, and proceed to clear the aboms, Ramstein, drop stoneskin and kill the AOE mobs, drop the 5 elites, and use strat water/fire nova/ramstein's bolts to kill skellies while your warriors make gelatin out of the Baron.
If only I could get the damn kilt to drop...

i completed this set finally, and it so dammn... nice!
Kinda weird, my spec = 31/13/7
i have ele mastery, 2-hand mace/axe, imp reincarnation.
well, with this set, i hit hard with unstoppable force, E-shock, L-bolt (721 dmg!/ 1542 if crit) since i have Royal Seal of Teldrasil and Briarwood Reed, Frost Wolf Cloak, and Necklace of Ogre Mojo.
I beaten most shaman with tier 1 or 2 and also the high warlord shaman in my realm.
what im trying to say is, what ever ur spec is, this set so damn sweet!
nice for collection as well.

Rumor has it that Mana Tide will be a class skill, to follow suit with innervate, this will make elemental shammies viable in endgame raid situations.

well as the title says, ive found enhancement much better than elemental. i started out as elemental and at lvl 55 had a little over 5k mana, but i was finding that i was running out of mana way too fast. and its also kinda cheap dueling as an elem shaman, mostly just frost shock, earthbind, run, chainlightning, *rinse and repeat* or something along those lines...
So for a while i was thinking of switching to enhance>resto because i've heard alot of good things about it. So as soon as i hit exalted with AV, i got my melee ring, my epic mount, and of course, my Unstoppable Force. So i went to Mulgore to level up my skill and, my my.... doing 2k with a WF when only one of the hits crits is very nice...
And after that i got better enhance gear to replace my previous elem gear (mainly focused on +agi/+crit items for those high WF crits). Now in UBRS, im usually in 2nd or 3rd on the damage meters. And thats mostly because its a rogue with Blade Flurry and a mage cuz of the AoE in FF and the such. but yep, im lovin this pvp spec of 0/24/27 and those tripe-crit WFs of 3k damage in one swing... so if you are elem and havent tried enhance, i'd reccommend givin it a try like i did :D

I'm 33/18/0 atm, and its a very nice build for dps. I can push 1500 cl's with only +100 damage gear, and with a 16%chance to crit, 11% to crit with spells, i can uphold an average of 1600-2200 wf's with 1 or 2 crits as well as the 1200 es and 1500-1600es. With windfury being nerfed though in the next patch, to uphold that, its either pure ele, pure enh or use rockbiter imo...
Using a zulian stone axe btw.

You need all three in order to do it. You cannot do half a set upgrade if you need 3 and you only have 2.

if u have 2 of the elements, who only cost like 5 g eatsh on ah, u get 200+ armor......
if u have al 8 of the five tunders, ul get + 200 armor.......
that cinda sucks
if u have al 8 of the elements, it wil get u bether stats than la 8 of the thunders ^^.

This is one heck of an evil thing to acclompish, i /salute all who have finished.. By now however, you can just grind some honor and you get a nice blue pvp set which has better stats for less money (how about... 0g) lol.. Ah well, no one will ever want to this quest line i think?
