Hit Rating - Aim for 11% Hit Rating, totalling 17% when combined with

Spirit becomes an incredible stat for us, giving us somewhere around 0.3 Spell Power on average per point of Spirit.
Pre-raid gear in WotLK Classic is in an odd position, there are a lot of Bind on Equip items dropped in raids, a lot of solid PvP gear, and some very expensive crafted pieces. Because of this, what is actually available to you and what is reasonable to obtain before entering raids can vary massively and no single set will be enough for every individual player and every situation or timeframe.
The set above is a fairly simple-to-obtain option, with two items that will cost you gold. The rest is obtainable through dungeons and

is optional and can be replaced early into your Naxxramas raiding, but it is upgradeable every Phase and because of that it is a solid investment that I would consider worth your gold.

This set might not be what you use, and you can enter and perform in Phase 1 raids with significantly worse gear than this.
The best option for gearing pre-raid is to aim for individual pieces as opposed to a full set. Look at the slot lists, wear what you have and work from there. Start raiding whenever you can!

Heroes' Garb of Faith
is generally not useful. Make sure you consider what is available through raids as well, you wouldn't want to buy something and then replace it in a few days!
