I've just tested this out and at the moment if you still have any Hollowed Wands in your bank from last year, you can give away free achievements by using them on people.
How ever, the "Random" wands do not grant the achievements of The Masquerade.

Tigole has posted the following regarding this achievement

We removed the mask achievement from the "Hallowed Be The Name" meta-achievement
This will go live in 3.0.3 and will most likely happen during the event.

If you happen to fulfill all of the criteria with the exception of the 20 mask criteria before that patch goes live the achievement will stay incomplete until the day patch 3.0.3 goes live. As soon as the patch goes live, you'll have the achievement as well as the title.

Ok enough about where its derived from. How hard is it to get? I have all achievments done except the Squashling and the masks. Possible to those before it ends without playing for 2 weeks straight and trick or treating every our. anyone got it yet?

You will definitely level a twink. My 66 Warlock gained a whole level doing this. Just the same, give it a shot--I want to see how a 19 twink does in Netherstorm. :)

The squashling drop-rate seems to have been increased to accompany this achievement. It now also drops from trick-or-treat bags.

3.0.3 will be released when servers come up today. (11/4/08)

This will make the 20 masks achievement no longer part of the Hallowed mega-achievement. The achievement will still be there, just won't be required to get the title.

Maybe it's just me noticing this, but if you look at this achievement on the PTR version of wowhead, A Mask For all Occasions seems to be back in the meta, and going to the achievement itself says it is part of the meta. Will this mean that if we already have the full achievement we will have to earn it again by finishing out the 20 mask achievement?

Maybe it was just a mistake of the ptr, but I see mass QQ on the horizon if the change goes through and everyone loses the title...

EDIT: with the new build, it seems this issue has been fixed. It was merely an error on Blizzard's part.
EDIT of the EDIT : (ptr) or not....

Along with Crusader and Argent Champion, probably one of the best titles for paladins to get. "The Hallowed" seems less widely used than those other two, though.

I was lucky enough to complete the achievement and get the title in ONE day (minus the meta).

2nd trick-or-treat yielded the helm, 3rd was toothpicks. Won the roll for the squashling in my first and only Headless Horseman run. 50 kills in Warsong took about 20 minutes (I'm an 80 lock in PvE gear, and that was my first time to WG!). Enough people in Warsong were willing to trade/give costumes while waiting for the gate to open. Everything else was easy peasy but time-consuming. Traveling to all the Inns took several hours; just watched a movie on my 2nd monitor. :D
