My guess is there is a minimum amount of cooking skill you need - basically the skill required to learn the recipe. It might be 350, since that is the minimum for most of the early Northrend recipes. I did not see this quest while leveling, and I wouldn't know it existed if it wasn't required for a Dalaran cooking daily - the dailies don't become available before you get cooking up to 350 either. Wowhead for the win!

This isn't needed to lvl your cooking but you will need it to do one of the Dalaran cooking dailies which you'll have to do to get to 450. My advice is do it. You get chilled meat from almost all animals in Northrend so it's simple to complete.

Fastest way to level cooking from 300-450.

300-325
30 X Ravager Dogs - 30 Ravager Flesh

325-350
You can make either of these or a combination which i always do.
35 X Talbuk Steak - 35 Talbuk Venison
35 X Roasted Clefthoof - 35 Clefthoof Meat
35 X Warp Burger - 35 Warp Flesh

Go learn Grand Master Cooking

350-365
Get the Northern Cooking quest and complete it.
20 X Northern Stew - 20 Chilled Meat

365-375
With the amount of Rhino's in Borean Tundra I recommend this b/c it's easy to farm and takes no time at all.
13 X Rhino Dogs - 13 Rhino Meat

375-400
You can do the chain quest to make Kungaloosh or just make a combination of the recipes that are still yellow.

400-415
From here on out you'll be buying your recipes from doing the Dalaran Cooking Quests.
I recommend getting Critter Bites. It only uses Chilled Meat and is usually easy to get/cheap to buy off the AH.

415-440
May take a little more or a little less to reach 440 but make this until it turns green.
35 X Darkbrew Lager - 35 Noble Hops, 35 Dry Yeast

440-450
10 X Blackened Surprise - 10 Toughened Flesh

This is a guide from wow-professions that I always follow if I'm power lvl'n my cooking. It's the fastest and easiest way to go! Cooking is always easier to lvl when your fishing is maxed out as well. It doesn't limit you to just farming animals to get your mats and can actually cut time on cooking.
