While i won't give any calculations or numbers on this spell, i can easily say this will be much more useful in Arena's and PvP than the 10 second reduce on Hammer of Justice which was the set bonus before this. The high resist rate and small improvement on Hammer of Justice made it a rather weak set bonus. 30% improved Holy Shock healing on the other hand, while not a huge improvement will certainly be helpful against classes with lots of interrupts or for healing while on the run. It is also some use in PvE whereas the old set bonus had very limited to no use in PvE.

This is a great set bonus, but it did get nerfed in wrath, previously it had been 30% increase in healing from holy shock. It would be nice as a compensation for the lesser healing bonus to add "Increases the healing AND spell damage of holy shock by 15%", making it more suitable for shockadin builds and/or add some burst damage to a holy paladin

EDIT for patch 3.1: Even greater nerf, at release of wrath it was 15%, now at 3.1 they made it 10%.
