This is a treasure located in Rivendreth, called "The Count." It is also a sub-achievement (Treasures of Revendreth) for the meta achievement Explorer of Revandreth. This "treasure" is actually a roosting bat, and by clicking him, you can purchase a battle pet called The Count, which is an adorably tiny vampire bat wearing a comically large pendant. This pet is a must have for Hallows Eve.

Head to Revendreth, kill mobs and quest until you have looted 99 Infused Rubies off of random enemies throughout the entire zone. (They have a low drop rate, but I had enough by the time I turned level 60. They have a maximum of 100 anyway, so be sure to go spend them as soon as you get 100, so you can start racking up s'more!)
Now head on over to the Grand Palisade until you get to (58.04 44.51). You'll have to just run through the streets dragging vamps behind you until they fall off. You should have about 2 or 3 left to deal with. This exact spot is safe from the vamp patrols wandering the paths, so kill the stragglers here.
From this spot you will mount your attack on the worshippers who have gathered at the crumbling church (to the left of the stone path where you're standing. (54 43)) There are 4 enemies and 3 neutral NPCs of regular health milling about. If you're a bit too squishy to take on all 7 at once, you can pull the enemies one at a time with a ranged attack, and you'll never aggro the neutrals. (Watch your six for bloodsucker patrols.)
Then walk right up to the alter and click the hanging bat and trade 99 Infused Rubies for your adorable pet, The Count.
Now get out of there! More unfriendly worshippers will be there any moment!
