For anyone wondering.
The wording on this is similar to the Dance of Chi-Ji Azerite power in BfA, which was designed for Windwalker, but worked for Mistweaver, too (SCK and RSK could procc dance even if they are not using Chi as MW).

So I just tried if this legendary does the same. But turns out, it doesn't :( Works for WW only.

My way to make this thing good and not mediocre would be to also reduce the channel time by 2 or 3% per stack and spread it to every enemy that has Mark of the Crane, turning it into a cleave legendary. That'd put it on par with Fists of Fury as an occasional damage cooldown.
