I don't understand why everyone is so upset with this mount. The whole point of this questline is about discovery and being yourself.
Yes, he is a pterrordax. Yes, he is supposed to fly. However, that is what others expect of him.
If you even somewhat pay attention to the questline, you would notice he is happiest on the ground and terrified of flying.
Personally, I am super happy that I have a new ground mount that I literally raised from a baby and it gives me much more satisfaction that just getting one from something I can farm whenever I feel like.

夸風 is able to fly now and grants 馴龍高手. Simply visit his nest with the char who completed 馴龍高手. You'll see a quest mark on your Zuldazar map, offering 信我這一次就對了.
I've read that for some people he has just 150% speed, but mine has 310% so there could be a bug in some cases. No speed issues, not even on an alliance alt.
~~He currently can't fly in both Garrisons (霜牆要塞 and 落月之地), maybe another bug.~~
Patch 8.2.5: Kua'fon can fly inside Garrisons.

I obtain this mount during 8.3, for some reason it is missing from my mount journal since 8.3 (not even shows up grayed up). No GM has helped me yet.

Don't bother grinding for this mount if you're not also prepared to grind out the BfA flying. You get the mount, but not the quest to allow it to fly. So it's a ground mount until you grind out flying in BfA. Pretty annoying for anyone starting or returning to WOW with Shadowlands.
