If you have zero ranks of this, there are pre-requisites. 卡密爾 is your contact for mining quests as you get the drops, so if you don't see him on the Vindicaar, you're definitely missing pre-requisites.

The start of the questline is 命運之手. I think 卡密爾 became present on the ship after completing 光與影之子 or around there. However, even after I unlocked him being present on the ship, I didn't immediately get a rank 1 deposit drop. The last thing I did before I mined a single node and got a rank 1 deposit quest drop was complete 燃燒王座. I'm not sure if going that far is actually necessary or not, since the first seam i mined I didn't also get a rank 1 seam quest. Other posts indicate that Xera being "recovered" is the actual pre-requisite, which I think is 光與影之子, and aligns with 卡密爾 becoming present on the Vindicaar.

Edit: got a rank 1 seam quest after about 10 seams without any further quest progression.

You must first complete the quest The Child of Light and Shadow, for both the Empyrium Seam and the Empyrium Deposit, got Empyrium Deposit Chunk and the Empyrium Seam Chunk after around 10 minutes of farming in Krokuun.
