Respawn seems to vary somewhere between 60-120 minutes.

This also seems to be true for other "long respawn" treasures like the Silk-spun Supplies.
Longest I can confirm personally is 110 minutes. Shortest I have seen personally is 75 minutes.

Took around 55 minutes for it to respawn.

Niffen Stash - friend picked it up a 02:44 AM. It respawned at 04:06 AM, so that was 82 minutes.

I missed a spawn to pick up at 07:42 (chat message by rare scanner, but was AFK), then waited and it respawned at 09:01, so again 80mins as already mentioned by others.

I got there, the bag was there and clickable, but when I click it says "There is no loot"
