楊璋 will become a resident of your garrison upon completing 失蹤的船貨清單. Which comes from 浸水的貨物清單 rewarded from the shipyard mission 黑市日誌.

She is located directly outside of your main garrison building next to the mailbox.

Currently, she is only able to show you what is available on the BMAH. Her interface does not allow you to bid on any of the items yet. I am unsure if this is intended or just a bug.

The npc's name is most likely a reference to the actresses of the film "Crouching Tiger, Hidden Dragon" (2000) - Ziyi Zhang and Michelle Yeoh who played Jen Yu and Yu Shu Lien respectively.

Be aware that while you can see her and see the items listed, no one that comes to your garrison can see her. If you open a raid to let others get your daily quests/vendors or your AH or buildings, they cannot see her. Your friends cannot come check her out either. They'll just need you to tell them... >.>

This is a reward NPC that joins your garrison after completing the rare naval mission Black Market Journal.
When you accept the Waterlogged Manifest, you get a quest to get something in the water, next to a shipwreck in Nagrand (59.35, 1.36)
There are 4 mobs guarding the chest, Ghains, Vulf, Huxto and Dollos.
When you have looted the chest, you turn it in to Mister Knuckles by the Ring of Blood. He gives you another quest, to talk to Zhang Yeoh in your garrison.

She has now joined your garrison and will be showing you what's on the Black Market. (You can only see what's on the Black Market, but not bid or buy anything)
