For those without coords, start from Starsong Refuge and take the road north, then take the FIRST right into Ashamane's Gate. The Leyweaver is right at the entrance by the left (north) pair of pillars.

I'm an alchemist trying to pick up 歸還濾網 but she has nothing for me. In fact, she's quite snooty:

You are of no interest to me. I come from an accomplished lineage of Suramar tailors. You, obviously, do not.

Not sure how to unlock the quest. I'm revered with Nightfallen, so that's not it. Guess I'll check back at exalted.

See, this is why I say there's no such thing as a computer RPG, however much they may want it to be. I want to smack the crap out of this chick for being a &*!@# unnecessarily, and because this isn't a role playing game, I can't.

If you don't see the pattern on the vendor that means you haven't done the Tailor quests. Starting with the quest "Consults Locals" and ending at "Inspire me!". It will appear after you've done these quests.

If you are using a guide that suggest buy pattern from this npc or any other Leyweaver guy, you will need to complete a long chain of Suramar quests in order to unlock them.
And If you are like me, leveling Tailor with an alt character, maybe you didn't even start your way to Suramar. In case you missed it, here what you need to do in order to buy patterns from Leyweavers NPCs:
*Note: If you already started Suramar quests you will need the Mask to move around Suramar city (Skip 1, 2 and 3) and then you will need pass the tailor quest 蘇拉瑪爾之路 *Click quest and you will find helpfull comments
1. First make your way to Suramar's quest, your toon will need to be lvl 110.
Start at 大法師卡德加 on Dalaran with the quest 卡德加的發現 (Click and you will find all the chains and helpfull comments you need).
Just follow the chain until 首席秘法師薩莉瑟拉 is inside the cave and it will be complete after 秘法飢渴
2. Start the new quest chain offered by 首席秘法師薩莉瑟拉, you will know when you are in the right path when you get 過去的盟友
3. Complete the chain started by 過去的盟友 until you unlock a Mask from the Nightbornes to move safely amongst the elves of Suramar City, the chain is:
過去的盟友
四散的記憶
石中秘文
受試者16號
克達納茲的遺產
夏多雷內應
面具之下
吾血之血
偽裝 *At this point 蘇拉瑪爾之路 will be completed and you can come back to level your tailoring
第一次接觸

4. Then just follow the chain to obtain 圖樣：灌魔絲織軟靴 from 織能師亞菲絲黛 and 圖樣：灌魔絲織繫腰 from 織能師艾芮伊 or any other Pattern from the Leyweavers.

Note: Remember to have some old mats like 亞麻布卷, 毛布卷, 魔紋布卷, 霜紋布卷 and 燼絲布捲 in your reagent bank or bags, in order to complete one of the quests that will allow you to craft 灌魔絲織布 :D
