For those looking for her because they dropped the request on hitting 90 but wanted to pick it up again later, she is at (84,66). That's on the top floor, outside. As you stand with the building at your back, she is on the left side, at the top of the left set of steps, under a tree. She didn't have an exclamation point for me, but when I clicked her, she had the Meet the Scout quest.

Lyalia is now located just outside of the Shrine of Seven Stars, on ground level with mounted sentinels, coords 84.0, 58.6.

So the relevant information (Still Relevant as of Shadowlands Pre-patch) is clear and more readily visible to everyone:

The NPC Lyalia is now located at the Shrine of Seven Stars at the bottom of the twin staircases (at ground level)

She is sitting on her Tiger mount facing away from the shrine in the center of three tiger mounted NPCs. (One "Sentinel Striker" on each side of her)

Alynna Whisperblade stands on a small mound directly behind her.

For me, she did indeed have the quest "Meet the Scout" 和斥候會面 and the exclamation point for it was showing.

For patch 8.3, make sure you first speak with Zidormi at Mogu'shan Palace to go to the old Vale before trying to speak to Lyalia.

Just make sure you change the time to back before the invasion with BFA.

If you're not able to talk to Lyalia, finish the quests to make Talanji the Queen. I completely forgot I hadn't done that yet and as soon as I finished them, she was inside the building with items to sell. /facepalm
