Legion Season 7 transmog used to be sold by Zom Bocom in The Underbelly, but he is no longer in the game. It is now sold by Arcanist Uovril (Alliance only. SEE EDIT FOR HORDE) in "Old" Dalaran (i.e. Crystalsong Forest Dalaran in Northrend), but his location on Wowhead is incorrect. It states that he is in the Underbelly, but he is actually located in Greyfang Enclave (Alliance) and, presumably, Sunreaver's Sanctuary (Horde).

For Alliance, head into Greyfang Enclave. You'll come in to the room with the portal to Stormwind - take the first stairs on your right. When you reach the top of the stairs, walk straight ahead and you will find the PVP vendors, including Arcanist Uovril.

It's very easy to find these things on the map, or if you've ever spent two min in Dalaran, but just in case:

/way Dalaran 40.57 55.52 Entrance to Greyfang Enclave
/way Dalaran 38.31 54.55 Arcanist Uovril

I'll update with info on the Horde vendor next time I am on my Horde toon.

EDIT: For Horde, go to Sunreaver's Sanctuary and literally just go in a straight line from the entrance, up the stairs, and smack into Magister Arlan. There's your guy. Easy peasy! But if that's not easy enough...

/way Dalaran 54.7 38.4 Entrance to Sunreaver's Sanctuary
/way Dalaran 65.5 23.4 Magister Arlan
